Economic Partnership Agreements

The principles and challenges of the Economic Partnership Agreements The Cotonou Partnership Agreement (CPA) between the European Union (EU) and African, Caribbean and Pacific (ACP) countries is expected to succeed the expired Lomé Agreement. It envisages the signing of Economic Partnership Agreements (EPAs) by December 2007 between the EU and the ACP countries. The EPAs, which will be the new cooperative framework under the CPA, are expected to adopt an integrated approach based on partnership and promoting cooperation, trade and political dialogue between the EU and ACP countries. One of the essential characteristics of this multilateral partnership is that it hopes to combine responses to the challenge of globalization and the development aid essential to ACP countries; with a strengthened political dimension. The key CPA principles are reciprocity, differentiation, deeper regional integration, and coordination of trade and aid.

Regional Trade Agreement

Regional Trade Agreements (RTAs) have become in recent years a very prominent feature of the Multilateral Trading System (MTS). The surge in RTAs has continued unabated since the early 1990s. Some 380 RTAs have been notified to the GATT/WTO up to July 2007. Of these, 300 RTAs were notified under Article XXIV of the GATT 1947 or GATT 1994; 22 under the Enabling Clause; and 58 under Article V of the GATS. At that same date, 205 agreements were in force. If we take into account RTAs which are in force but have not been notified, those signed but not yet in force, those currently being negotiated, and those in the proposal stage, we arrive at a figure of close to 400 RTAs which are scheduled to be implemented by 2010. Of these RTAs, free trade agreements (FTAs) and partial scope agreements account for over 90%, while customs unions account for less than 10 %. In the context of the struggling Doha Round and ever-expanding RTAs, what effect does regionalism have on multilateral trade negotiations? What role the WTO should play in moderating RTAs?

Global system on trade preferencesThe Agreement on the Global System of Trade Preferences Among Developing Countries (GSTP) was established in 1988 as a framework for the exchange of trade preferences among developing countries in order to promote intra-developing-country trade. The Agreement was envisaged as a dynamic instrument of economic cooperation, proceeding with step-by-step negotiations in successive stages. Following a comprehensive review of the operations of the Agreement since its entry into force in 1989, the Committee of Participants recently decided to launch a new round of negotiations to broaden and deepen the scope of tariff preferences.
