African, Caribbean and Pacific (ACP) countries, like developing countries in general, are increasingly adopting policies to attract foreign direct investment (FDI). They are doing so because it is now recognized that FDI can, under appropriate conditions, be an efficient means both of transferring a package of capital, skills and technology to host countries and of providing these countries with enhanced access to international markets. This section reviews and analyzes investment and financial flows relevant to the development of an effective and appropriate regional integration in favour of south-south trade.
