The UN reforms in Rwanda to enable Agencies to operate under its " One UN - Delivering as One" was launched on 30 January 2008.

This Programme has been signed by UN Agencies in November 2007 and implementation starts from January 2008. The One UN Programme in Rwanda  is an EDPRS ( Economic development Poverty Reduction Strategy) based programme and will be implemented through six thematic Groups covering (a) Governance; (b) HIV; (c) Health and Population; (D) Education; (E) Environment and (f) Sustainable Growth and Social Protection. UN Agencies present in Rwanda are working together in the planning and implementation process in all thematic areas to avoid any duplication of activities and One Budgetary Framework has been established to ensure efficient implementation of this Programme. One Budgetary Framework means that UN Agencies will no longer compete for funds at country level.
